Approval workflows

The one‑click queue stays the default. Approval workflows are the opt‑in layer on top: turn on Approvals in Settings → Organisation → Approvals and submitted expenses follow the workflow that matches their submitter. A workflow has three parts:
- Who it applies to: everyone, specific people, or an approver group. When several could apply, the most specific wins: specific people, then groups, then everyone. A non‑deletable default workflow covers anyone no other workflow claims.
- Steps, up to ten, run strictly in order. Each step names its approvers, any mix of specific people, roles (Owner, Admin, Accountant), or reusable approver groups, plus a required number of approvals. A quorum like "2 approvals from Owner or Accounting" needs two distinct signers; the same person can never sign a step twice.
- Amount conditions: a step can apply only over a threshold (say $5,000) and is skipped below it.
A denial at any step halts the chain and returns the expense to the submitter with a required reason; resubmitting restarts from step 1 with a clean signature ledger. If a step can no longer reach its quorum, an owner or admin can Force approve past it with a required, recorded note. Approver groups are managed in Settings → Organisation, and every signature lands in the expense's Approval progress timeline.
